Im sure the inspectors were kicked out of Iraq in 98 so Saddam could get on with DISARMING his country as he agreed to do.

Chances are that if he does have the weapons he was probably saving them for somthing else and still is if he is still alive. An example could be: selling them for money to terrorists or other nations. After all everybody has to make money somehow.
